Carrying forward capital losses when you were non resident

I have not been living or working in Ireland for since early 2001 but incurred some capital losses on shares in irish companies which were subject to a buyouts e.g. Eircom. I didn't make tax returns anywhere to document these losses - not in ireland or my present country of residence.

If i moved back to ireland and make a capital gain in the future can I carry forward the capital losses from years when i was not resident in ireland.

If i take up employment in ireland and start paying tax as a PAYE worker ,with respect to capital gains tax from shares, do i just start with a blank sheet again?

any info appreciated
