Car recall garage visit

I recently received a letter regarding a recall on my Toyota (regarding high-pressure pump valve) and booked the car in with the dealer for the recall work. Dropped the car in today, expecting the work to be done and after 40 minutes was told that the serial number of the part was read and that it would have to be checked with the toyota office and that I may have to come back next week to have the part replaced. Is this normal practice with recalls?
