Car Parking Pole

I am living in an apartment with allocated parking (spaces are numbered) and visitors parking, The numbering was done by builder and letters were sent to us outlining where our spot was located. We are having trouble with people parking in our spaces, including someone from a house in the same estate who has a driveway, he has decided that what the builder did was not legal and uses our spots in protest. The residents committee have decided to install Car Parking Poles in the allocated spaces.

I have 2 questions:

Does anyone know the legal issues around allocated parking, if we have a letter from builder is this enough?

Has anyone else Car Parking Poles in their allocated spaces, will it affect apartment price, are there any legal issues around it?

I would imagine that the Planning Permission will have set out how the parking spaces are to be allocated. I'd check with the planning office, because chances are the drawings will show numbering for the spaces, which would have been approved by planners.
