There are brokers and entities who specialise in getting banned drivers insurance no personal experience but they do exist as Clubman linked above. It will probable cost an arm and a leg initially if you succeed.
On a separate note it would really be my worst nightmare if my kids did this and maybe considered harsh but I think I would take mine off my insurance if they got points. I have 2 adult children insured on my car as does my other half and I just do not think at this stage I would be prepared to take that hit I have minded my own no claims for long enough. If they further got other fines I would be done to be honest. It’s a tough call if work is involved but they need to figure it out or they will never learn. I say that from personal experience I have molly coddled in some ways that came back to bite me on the proverbial.
