Can't figure out how to use online to pay taxes

Last year I moved funds from a non-performing deposit account to a KBC Offshore Investment Fund. I understand there are tax obligations now but i can't figure them out using the "my account" online service and cant register for ROS because I don't have a RAN registration number and have no clue how to get one! does anybody speak "tax for dummies"? I'm PAYE all life long and this is new territory so baby speak please!
