Can you claim tax back before the end of year

My brother is finishing his current job at the end of July as he is moving to Bilbao in nothern Spain to take up a teaching post there. He was wondering if he could claim his tax back before he goes or do you have to wait until the end of the current tax year.

he has to be unemployed for 4 weeks at least before he can claim any tax back from revenue - this will be unused tax credits...

Well technically he won't be unemployed as he will be working in another country so does he still have to wait 4 weeks and what documents does he need in order to submit his application and can he do this online.
