Can Students claim Back to School allowances themselves?

Does anyone know if a 21 year old student on BTEA living independently can claim back to School Clothing and Footwear Allowance on their own behalf? The welfare.ie site says the following:

"People on Back to Education Allowance or VTOS If you are on a Back to Education Allowance or VTOS, you can apply for the Back to School Clothing and Footwear Allowance. You will be assessed using the standard rules and your total household income must be below the income shown above."

Does this still refer to people who have dependent children?
 
The claimant must have dependent children aged 2-22 years. Students can't claim for themselves
 
People on BTEA get an annual payment at the start of the academic year of €500 to cover books etc, I would assume this payment is the adult equivalent of the Back to School Clothing and Footwear Allowance.
 
As Welfarite said, persons in education cannot apply for the Back to School scheme for themselves, even if they are on a SW payment (e.g. Back to Education Allowance, VTOS allowance). If they have dependant children in the appropriate age category, they can apply in respect of those children.

Several of the VECs advised their VTOS students incorrectly last year, there were dozens of applications received in the Dublin office which were all refused.

Your comment just explained why this student thought they could apply on their own behalf!
