Can Revenue do this?

My partner has not declared his rental income for the past 4 years & is now doing so. Actually I am. I seem to be doing Ok so far except for the one thing.
They want him to submit 2009's now & I cant find his Income Levy Cert.
I thought he has until OCT 2010.

They want the retuns in 2 days I dont know what to do.
