Can mobile broadband carry skype video reliably?

My friend has moved house and is hoping to get broadband but can only afford €20 pm max. This means, I believe, that a broadband dongle from one of the mobile operators is her only option. Just wondering if any of them can be recommended, she is French and would like the ability to use Skype. Video calling on Skype is demanding on bandwidth.

There are a few threads here that touch on this (example). Some of the mobile broadband providers do not allow skype usage on these plans.
