Can extra management fees be claimed for retrospectively when filing Form 11/12

So over the last two years we have had to pay an extra 8k approx in management fees for new roof and fire safety improvements. During this time (Spet 15 to Nov 17) I took the opportunity to completely refurbish my own place which took this long due to me doing some stuff myself and a casual builder arrangement. I diced with the idea of selling or to move into it for about 9 months but now have it let out again since Oct 17. We had a roof crisis in 2016 which required a 5k fee each to fix. In 2017 we were asked for another 3k to upgrade fire safety. Can I claim this against tax for 2017 and 2018 as expenses on form 11 or 12 ?
 
I don't see a problem with claiming these expenses as repairs/maintenance. The key issue is that the apartment was rented out before your incurred this additional expenditure and rented out afterwards. From my understanding of your post this seems to be the case. In most instances pre-rental expenditure is not allowable so the timing is crucial.
