can executor sell house to family member without cash exchange?

As executor to my father's will a niece of mine expressed an interest in purchasing the family home which was bequeathed to the family of three. All siblings were agreeable to the sale at the lowest possible price and agreed to forfeit their share of the sale money to my niece. Because of this my niece feels that she should be able to purchase the property without actually presenting any money up front. Is this possible?
 
If the siblings elect to disclaim their inheritance in favour of your niece then they will be deemed to have taken the inheritance and gifted it to her.

So group A thresholds apply to the initial inheritance and then Group B to the gift to the niece.
