Pepper have advertised rates as low as 4.4% for <50% LTV. ICS (Dilosk) are also competitive. But you need to factor in arrangement & legal fees into your comparison. BOI cashback is available on new BTL mortgages.

I might see if theres any play on the 4.6% figure.
