Had a bit of a run in with my pillar and now my plastic bumper is scratched how can I do a DIY job on it myself??
 
Tut tut tut, women drivers (just kidding) - Is it a black bumper or is it color coded!
 
You can buy a bumper restorer kit in Halfords or other car factors. This usually does a good job, however depends on how deep the scratches are.
 
If they are vinyl then I would go with my first suggestion. If you do sand the scuff marks use a very fine grade of sandpaper and try back to black spray cleaner\restorer. I would not under any circumstances spray black paint on a vinyl bumper.
 
This may not be applicable to your case but to restore the colour and appearance of older vinyl which is showing a grey haze (frim UV exposure) you could try the following garage trick:

Play a gas flame (with much care!) gently over the affected area- this will bring the colour back and when the plastic has cooled treat it with the vinyl restorer. It works quite well and is a good fix on old and tired vinyl.
