Building on High Water table

Depending on the level, you may have significant issues trying to put in conventional foundations, and might have to go with a more expensive raft or even require a French drain to be constructed around the property.

Dealing with wastewater/ sewage will also be issues if you don't have access to the public utilities. If you're into gardening, your options may be limited to water loving plants.

Areas with a high water table are more liable to flooding, as during heavy rainfalls, it doesn't take long for the ground to reach saturation levels.
 
The house is on main sewerage and raised a couple of feet above the road
 
There has been flooding in the field opposite when we had the floods 2010 but the house is built about 2 ft above the road in a small development of about 15 houses. I would think they would not have got planning if there was a problem
 
Unfortunately many developments were granted planning over the years in areas that were liable to flooding or even previously documented as flood plains. So I wouldn't rely on that for any level of assurance. Insurance quotes would be a more reliable means of determining if there has been flooding in the area that affected houses.
 
try getting an insurance quote for the house and see what happens. The insurance companies flag some areas if there is a risk of flooding
