Bubbling paintwork - Damp wall?

Hi...There is a small patch (approx 8 inch x 6 inch rectangle) in my downstairs toilet where the paint has bubbled (directly above the tiles that are on the bottom half of the small bathroom) which I believe is due to damp....it is beside the window in the bathroom and I think that it is plasterboard. Is there anything I can do to clear this up? Many thanks in advance for any suggestions....

I has a somewhat similar problem when painting onto a recently replastered wall. Every time I painted it, it bubbled. I rang Crown paints, they have a helpline.They recommended an Alkilai resistant primer. Worked a treat. If you have an ongoing damp problem tho, you might need to sort that out.
