Best Time of Year to Negotiate Mortgage Rates

Hi, just wondering if theres a time of year that is better than others to negotiate rates for mortgages e.g. the end of the year or the end of quarter as they want to meet their targets? If so, are some more willing to negotiate than others? Have a very low LTV (approx 30%) so looking to see if can get a low tracker rate.

It's Ireland, they are mortgage providers. If they haven't hit their targets then they shouldn't be in business.
You will not get a tracker rate better than ECB + 0.75% unless your mortgage is sizeable (EUR 5m +)
