My sister was entitled to both the bact to education allowance and thirld level education grant on a 4 yr degree course. She got accepted on this year's hdip in education, but due to changes in the budget, one can only receive one of the above payments.

My question, which of the above would you recommend for to avail off?

To me its simple. Calculate the BTEA amount for the year (weekly rate of BTEA/JB/JA X 52, plus 500 'book allowance') and compare it to the grant amount.

You misunderstand. What I meant was, she may not have a choice, she may only meet the eligibility criteria for one and not for the other.

She states she meets the criteria for both but can only get one.

No, she says she was entitled to both but due to changes in the budget can now only receive one. She should just make sure, if she hasn't already done so, that she still meets both sets of criteria.

Well, unless there's achange in her circunstances, and there is no reason t o presume there is, she will wualify for both again. But that's not her query!
