Attic hot water tank lid

I have a small hot water tank in the loft with a disintegrated lid I need to replace. I can only find thin black plastic cold water tank lids on sale in UK and am not sure if these will melt or insulate it enough. The disintegrated one appears to have been polystyrene wrapped in black plastic. Should I improvise and try and make a similar cover? My plumber assured me it only feeds the radiators so should not be a health hazard!
 
I thought as it costs money to heat the water I should insulate it to reduce heat loss? Also it would keep it free of debris and as I store other things around it, it would prevent anything accidentally dropping in!
 
I'd imagine that's an expansion tank right? There should not be an open hot water tank in the attic!
