Apartment fire door

Hi
I recently conducted a snag list on an apartment and noted that all bedroom doors, kitchen and storage doors do not allow a key to be inserted. i.e no keyhole. I have been told this is for fire regulations. Can anyone confirm this or let me know what specific regulations or regulatory body to contact.

This was covered in depth, in a similar thread some months ago, try the search facility. bottom line is it's not a good idea and may be contrary to regulations...
