Apartment above me has leaked into mine....Unsure how to claim on destroyed contents?

The apartment above me had a sewage leak into my hotpress. The Ceiling in the hotpress has been replaced by the Management company but they have informed me that they will not repair the walls, floor or any of my clothing that was destroyed. My Insurance company will not pay up as its external and the Block Insurance will not pay up as its not structural.
Any advice on what direction I should take?

Talk to the owner of the flat above. It's his/her ins. policy that
should pay for your loss.

You may end up with an upset neighbour, but such is life.
 
This is difficult to understand.

Your contents insurers should deal with the damaged contents and your building insurance (management company) should deal with any structural damage.

You need to contact both and get declinatures in writing on whatever grounds the insurers are declining and then follow the complaints procedure as per the policy wording before finally going to the ombudsman.
