anyone have information on new building regulations for insulation ?

Looking for information on minimum insulation requirements that may have been recently introduced for 'dwellings'. What are the min requirements, to what do they apply to - only new builds or extended dwellings. And what are the dates of application of new regulations ? Thanks in advance for any light shed on this issue!

heres the regs, they are fairly easy to read if your that way minded...
pay attention to the parts shaded in grey...

the basic premises are:
1. the provision of 10kw/hr/m2 heating energy from renewable source
or 4 kw/hr/m2 electricity from renewables
2. a min 86% efficiency in boilers
3. a 40% greater efficiency in co2 production compared to previous regs..
thi sneeds to be shown by running the completed build through the DEAP software... (basically and generally, a B1 rating will be required to pass compliance with regs)

whilst min u values are supplied, simply meeting these will NOT ensure compliance with regulations
