Any Way to Recover Small Debt?

I lent someone €100 a while ago and now he's refusing to answer the phone or reply to texts, all I have as evidence is 1 text from a month ago saying he hasnt forgotten about me in reply to a text from me asking where the €100 is. Is there anything i can do about this? I thought the small claims court might be the way to go like it is in the UK but they specifically say on their website that its not for debt.

Its the principle of the matter for me now so I dont mind spending some money to get this resolved i was just wondering if theres anything I can do?

This is now your only realistic option. Court action threat might be worth while but for €100 it would not be worth progressing. particularly as he is likely to deny that the money was a loan.
It may sound harsh but regard it as an expensive lesson in trust!
