We're living in a town in Cork with very few new builds. Are there any schemes to help people on moderate incomes buy an older house?

No, I don't think so.

The schemes are designed to help FTBs buy houses but at the same time to stimulate the building of new houses.

Yes - there’s a grant scheme specifically for ftbs to restore vacant buildings in towns (not cities) - they have to be vacant for 2 years.
30,000 or up to 50,000 if derelict.

I think it’s a brilliant idea, encouraging life in our small towns over ribbon development and reusing existing buildings rather than building from scratch. Benefits the town, reduces dereliction, encourages the heritage aspect of keeping older buildings going and reduces the carbon impact of building.

 
Also available in some cases if you want to convert a former commercial unit to residential. You might need PP tho.
But if you are buying a "normal" house that was built in past 50 years, not derelict, and lived in during past 2 years, unfortunately there is nothing.
