Any exceptions to Public sector embargo?

Has anyone heard of any instances where an effort to keep fixed term contract Public Sector staff has been successful? I am talking about the situations where applications had to be made directly to the Minister for Finance when there is an operational requirement for contract renewals. So far I have only heard of contracts being terminated and services being curtailed or withdrawn. Even my local library has notices up now informing people of early closures and even full day closures due to staffing issues which i find very sad considering the library is one place where even the poorest person can go and keep in touch with papers/internet/news.
 
there is a thread over on boards.ie about TCOs (these things always have an acronym) a few people, such as my goodself, passed the interview, but the congraulory email concluded with a caveat that no posting could be amde until "sanction"ed by the the Minister for Finance, there was no timetable set out, but term-time beings at the start or end of june (there seem to be two types) so approval, if given , needs to be given I guess by 25/05/09
 
I heard that they had made an exemption for lifeguards to be employed by local authorities over the summer, once they realised that there were no lifeguards employed when the ban came in in March.
 
I'm a TCO my contract ends on 24th June I have been covering Maternity leave and the girl is not coming back for another 5 months but I'm out on my ear and they are just going to hand out to other staff in the office rather than keep me on:(
