Any allowances with planning for a temporary fence

Hey

Just wondering if somebody could help, we are looking to erect fence at the rear of property, standard semi -d with back garden adjoining back garden of house behind. The problem is, the fence has to be over the regulation 2 metres in order to support growing trees. I am informed that they will be strong enough to support themselves by late summer/early Autumn this year. The fence we would like to erect consists of just the green netting used in garden centres etc and would purely be to support trees. Is there any allowance for a temp fence like this which is just up to support trees?. Approaching neighbour is not an option - not good relations there!
 
Could you not stake or otherwise support each tree individually?

Hi Leo, we did consider this and if necessary we will do it, however because of the position of the house it does get hit with strong winds and landscaper has said that if it's at all possible we should try to erect the one stronger support rather then individual supports. This is why I was just wondering if there is any exemption from the normal planning laws if it is a temporary structure
