Does An Post purchase foreign currency such as U.S.$ across the counter, in their branches from people?
Some American tourists visiting and don't want to use ATM's to get their Euro.

No. They will only give euro for money on PostFX cards. They won't exchange cash currencies like a regular Bureau de Change.
