If you mean without being an AIB account holder (current/deposit etc), then yes it is. Contact them and they can get you registered for internet banking.
I have an AIB credit card and no other AIB accounts. I have an internet banking account for the card. I only use it to check the balance and the transactions.
I don't know what other features are available.
