Is the 47k average household income threshold to qualify for Free GP card - 47K Gross or 47K Net

I would assume gross.why would an almost 4k income per month require state support?

Health minister announced the following yesterday GP visit cards for another 430,000 people, with no more the median income of €47,000will be rolled out on a phased basis.
Under the old threshold a couple on a single income with 2 children and a mortgage had to have maximum weekly earnings of €755 to qualify but that now has now been increased to €1021.
Outgoings on mortgage, rent, house insurance, and childcare are deductable
