My son who is currently unemployed intends to apply for the back to education allowance in Summer of 2010 with a view to pursuing a 3rd level course. He previously completed 1 year of a 4 yearundergraduate 3 rd level course. Will he have to pay full fees for repeating 1st year and registration fees.?

Check out studentfinance.ie for a start
I think it might depend on how long it was since he finished that year.
Also take into account that there will be a general reintroduction of some sort of fees anyway by next september by all accounts.

He should also look at doing something for the current year maybe a PLC course. It would be a shame to let another whole year slip by and having a FETAC Level 5 in some area might give him a qualification to help him get part time and summer work while at college. It would also get him used to studying again and improve his chances of being successful in college.

If he got this 1st year for 'free' then yes he will have to pay fees for the first year of this new programme (and maybe more years depending on when fees are re-introduced).

This is not necessarily true.
If his previous course was a Level 8 course & he's coming back following a break of at least 5 years to do another Level 8 course he will be eligible for free fees.
If there wasn't a break of five years, and provided he didn't go in to year 2 of the first course he can come back and do a Level 6 or 7 course and still be eligible for free fees as there is a 'change of mind' clause for Level 6 & 7 courses.
