25 years in UK - What benefits in Ireland

Friend of mine - single guy - has been working in UK for last 16 years .

Now wants to come home to Ireland .......................

Could this guy draw jobseekers allowance in Ireland , and could he receive rent supplement/ allowance in order to live on his own in an apartment.

He has no means and no savings .

Any advice would be appreciated
 
There are no obstacles - He can apply for Jobseekers Allowance and other supports
 
He will have to meet the conditions for Habitual Residence before qualifying for Social Welfare entitlements.

One point which may not be entirely clear from the SW site - it may imply that simply coming from the Common Travel Area (UK) is sufficient to be HRC compliant. That isn't the case, it's one of 5 criteria used to determine compliance.
