18 month wait for FSO to say case not under their jurisdiction

We believe we were missold a financial investment. There was a couple of financial institutions involved, each party blamed the other. We took our case to the FSO and it took the FSO 18 months to come back and say that it was not under their jurisdiction as:
1.they did not have powers of discovery
2.we had the option of going to court
3.one party involved in the sale was most likely an unregulated entity and that was a matter for the Central Bank
We responded promptly to every request from the FSO. We heard nothing for months at a time. Emails, phone calls and letters to the FSO were not responded to. Complained to the FSO about poor service and their decision , got nowhere and no apology to speak of. Because of the delays the 6 year statute of limitations has expired and we were told by a solicitor that it is too late to sue for negligence. Is there anything else we can do?
