€500 "once off payment" on BTEA???

I am in receipt of btea - and heading into my 2nd year of my course, I had always thought the €500 that I got at the start of 1st year was a once off payment - but on the Social Welfare website it says otherwise - does anyone know if it is a once of payment, or is it given at the start of every academic year? Surely not?

Cost of Education Allowance

In addition to your weekly BTEA payment, you will also get an annual Cost of Education Allowance of €500, which is paid at the start of each academic year.
People signing on for unemployment credits or submitting medical certificates for illness credits may get a Cost of Education Allowance - see 'Unemployment or illness credits' in 'Rules' below.
 
This is given every year.

My bf is in same situation as you and he received this €500 last year and received letter confirming same for this year. I presume it's to help towards books etc for college.
