what type of panelling do you intend to put on the walls?
We have tongue & groove wainscoting on all the downstairs walls in our house (built in 2006/7) and it was exceptionally easy to do. I have no experience with carpentry but my fiance set up the top and bottom heights and I cut the lengths of wood (with a drop saw) and using a nailing gun, fitted them to the structure in place. It was a very straight forward job.
I was on a week's holiday from work at the time and it was one of the most enjoyable and satisfactory jobs i've ever done.
I'm sure any local carpenter could do the job for a reasonable sum.
sorry I can't help with other types of wall panelling, that's my only experience.
