Who can correctly diagnose damp problem?

Hi - I bought an old cottage in Dublin 8 two years ago and the paint is peeling off the walls on the interior and around windows. Has been unofficially diagnosed (on the basis of some drilling) as rising damp, including decay to the timbers in the interior walls - however, the person who did this is not qualified and has suggested only pulling down the interior walls and rebuilding - this may well be the solution, but I'd like another opinion.

Can anyone recommend a company or tradesman who can definitively diagnose and recommend a solution to this problem?

I got advice from the damp store before over the phone and found them very helpful, the guy on the phone basically did himself out of money and knowlingly so because he'd given such sound advice over the phone & avoiding a call out.
