Which paint can I use on my back wall that is safe for kids and pets

We have a ugly block wall, pillar type, dividing our back garden with our neighbours. I would like to paint it as it really is an eye sore.

Can anyone recommend the correct type of paint I can use that would not be toxic to either children or pets, we mind my brothers dogs occasionally so it would need to be something safe for them as the pup one tends to try knaw at the block.

Any recommendations appreciated, thanks
 
I doubt if too many suppliers supply 'toxic paint' for walls. And I can’t imagine ingesting any paint being good for you. I’d agree with Mel O, masonry paint is designed for outdoor masonry.
But…
Remember that once you have painted it you will need to repaint it at regular intervals so that it doesn't revert to being an 'eyesore'. If you plant anything against the wall you will need to paint around and between the foliage...

You could leave it unpainted and grow something up the wall to take the ugly bare look off it.
