VAT on Northern Ireland Van

if i buy a van for my business , second hand from a dealer in the North, should I be charged VAT? what do i need to show the dealer in the North?

If i go on to sell this van down here, do I charge VAT lets say
1 - to a private seller
2. to a taxable dealer?
