using paypal to charge customers

I have customers that cancelled late and I believe I am entitled to use their credit card information to bill them the first night.
As I am not signed up to a merchant account can I sign up to Paypal instead and charge their card -or do the customers have to be signed up to it as well? (I anticipate they won't part with their money voluntarily and when I took the booking I did not specify that I would be using Paypal)

No you CAN'T do that. Do your (non)customers know that you have their UNENCRPYTED credit card information?

What are you taking credit cards for without a merchant account for anyway?
