February is probably the most miserable month for the Med and other than the Red Sea and Canaries there is almost zero chance of guaranteeing mild weather within a few hours flight.
You're more likely to get more sunshine 3.000 m up in the Alps than down on the coast, albeit with a temp of zero !
Agadir in Morocco has similar temps as Canaries - which means a 50-50 chance of bright sunny weather and cool windy and sometimes wet weather. Mind you ,if the weather is poor in Canaries it can be boring, whilst from Agadir there are interesting excursions to fascinating cities etc.
Dubai is next bets bet for good(ish) weather and there's a fair few things to do in aweek -though your budget may be strained.
Otherwise Florida can be very pleasant in feb - I spent last feb in Florida and it was very warm and sunny. You can have a week for under a grand and not much more for a fortnight.
However, wherever you choose, Feb can have poor days. Nobody can swear by the weather in Feb.
