Stud partitions on ground floor?

Hi,
We've been viewing houses lately and found one that we really like. I noticed that the house has stud partitions on the ground floor - it is a two-storey house. The estate agent has confirmed that the external walls are double-leaf concrete block. It seems like an unusual combination to me.

Is this a common configuration? I would have thought that it would have been block internal walls on ground floor
 
only need block walls where they are loadbearing. You can also have load bearing stud walls but less commonly used. no issue with studs on ground floor generally.
