I find myself in the unfortunate position of having to sign on, my former employer emailed me a scanned copy of my P45 will this suffice for the social welfare office or do i need the original?

Bring it with you when signing on I'm pretty sure it will be OK and you have 21 days to produce anyhow.
As you are signing on for the first time make sure to complete the application form before you go and bring Passport and proof of address (ESB or Phone bill)

I am fairly sure that you will need the original...but you should still go and sign on asap. They will give you list of docs they require from you to process your claim and give you a date to go back in to them with all the documentation. Your claim( if it is all in order) will be backdated to the date you went to them first...go asap though..
