Ive read the http://www.environ.ie/en/Environment/Water/WaterServices/PublicationsDocuments/FileDownLoad,28352,en.pdf (Water Services Ammendment Bill 2011) and wonder whether people conntected to a private shared waste water treatment facility are to be charged?

I assume not since such facilities are already highly regulated.

I know someone whose house is adjacent to a large rural hotel. They are connected to the highly regulated hotel system.

I assume they dont have to register?
 
I think you're correct, the bill refers to 'domestic waste water treatment systems".

The 2007 Act defines domestic waste water:

“domestic waste water” means waste water of a composition and
concentration (biological and chemical) normally discharged by a
household"
