Seeking Residency in Ireland

Has anybody had to deal with the authorities that decide if a person can have residency here in Ireland that can tell me what they look for or recomend a Lawyer that deals with this issue.
 
Much depends on the nationality of the applicant and their particular status — refugee/asylum-seeker/economic migrant, etc.

The person is from Japan and initially wants to get a 12 month residency permit.
I know that imigration departments can be quirky and have their own set of priorities and was wondering if a person should play up or play down links and relationships here.
If you play them down that may wonder why she wants to stay here and if she plays them up they may think that she will never want to leave (which she dosn't).
I was hoping that someone would be able to tell us what sort of thing helps them to make a decision.
Has any one gone through the process or know someone who has.

i think you should get on to immigration authorities first they will give you first hand advice
