Residents rights re Developers bond.

My estate is 6yrs old and the Developer is in the process of handing over to the Council. He has requested that the Residents pay for finishing off pillars at estate entrance.

On buying our houses we were of the impression that it was up to the developer to finish the estate to the specifications described. Pillars are there but they are not capped so look unfinished.

Do we have any rights or can we approach the council to not take over the estate, thereby not allowing developer access to his bond until the estate is finished to our satisfaction?

Any ideas on how we can resolve the situation or even who we would approach in the council for advice ?

Under the impression does not sound contractual?

In any case having your estate taken in charge is a good thing? So if the cost of this is getting all residents to finish off the pillars (even if there is a contract) in the times we are in that is what I would do. Your developer might not exist tomorrow.

Councils Satisfaction is all that matters. And that is based on compliance with laws governing roads, paths, lighting and general utilities
