"relaxation" of planning regulations

I seem to remember a government announcement a while back regarding a relaxation of some sort of the planning regulations regarding private housing. I missed the detail, can anybody summarise what it was all about or point me to somewhere that contains the info.

Go to your local authority planning office, the actual document you refer to is approx. 5 pages long but straightforward in its content. It provides a relaxation of the need for planning permission in relation to some extensions to/ change of use of/ material alterations in respect of private dwellings.
