When a person dies without making a will there is a standard pecking order to who receives their assets. Can a person refuse this inheritance and let it then pass to others in that pecking order.

It is called "disclaiming" but, for tax reasons, you cannot disclaim in favour of a particular person - if you disclaim, your share goes in to the residue
