Putting down tiles on a wooden floor

Hi there,
Recently converted a small bedroom upstairs into a bathroom. Tiled the whole room. After the tiling was completely finished we noticed some of the tiles on the floor had sunk down and were not level with the others. As a result the grouting started to come away. Our builder said someone must have accidently walked on them before the adhesive had fully set. He took them up and put them down again. Everybody was really careful so as to ensure that the same "accident" would not occur again. However, a couple of weeks after the tiling was completed the same issue is occuring. I'm now concerned that the builder did not secure the plywood under the tiles well enough and the whole lot including the bathroom suite will have to come out.
Any wisdom to share on this topic?
 
when we tiled our bathroom floor, we got the wooden floor boards taken out and put down plywood on the beams. Tiled on top of that. No chance of movement then.
 
Hi there,
I can't understand why the builder didn't lay down plywood - we have wooden floors in our kitchen and they were tiled over - and ply wood 075mm was laid down first..
