Property tax and second homes abroad

Is there an greater detail available on the Government's plans for a tax on second homes? I'm assuming, perhaps with naive optimism, that it is not possible to impose a property tax on property outside the State.
 
I can't see any way in which the Irish government can impose a tax in another jurisdiction; anyone with a home abroad already pays whatever taxes apply in that country anyway and the Irish govt can't be involved.
 
Thats what I figured too, I pay property taxes to the French Government after all, once is enough!
 
Surely anyone who is renting out an overseas property has to declare the rental income and pay tax on it in Ireland.
 
rental income is calculated at home. 'Property tax' cannot be put on an overseas property.
