Property in U.S.

Can somebody please explain how an Irish person can invest in US property.As they are very strict on entering States for holidays etc itself never mind possibly spending any longer periods of time. This in ref. to article in Indo property section advertising Apartment in New York for sale.I take you would need some sort of clearence from US embassy etc...Is it an extremely difficult process?
