Health Insurance private cover in a public hospital

Would basic Laya Assure protect @ €964.80 for 2 adults, when they say private cover in a public hospital does that mean that the private consultants on site can book in for example a ct scan privately in that same hospital?
My husband has kidney problems which may trigger in years to come so if he goes to gp, refers to a private consultant who orders a ct scan, would husband be transferred to a public waiting list?

Laya Assure Protect only covers public hospitals so if he needed surgery in a public hospital, he would be put on the public waiting list with
people without health insurance. It defeats the purpose of having health insurance in the first place.
It makes complete sense to have a plan with both private and public hospital cover.
Most consultants have a contract in a public and private hospital so he could be referred to the private hospital if necessary, to reduce waiting
times. If you know the consultants likely to deal with his medical issue, you can check out what hospitals need to be covered in advance.

Usually when visiting gp and a referral is needed to see a private consultant, the gp would usually issue a referral letter also for the relevant scan
needed, before the consultant visit. This would mean that the person would bring the scan results with them on the consultant visit.

This is where your health insurance scan cover comes into play.
Assure Protect is a basic policy but it fully covers ct scans, mri scans in certain facilities.
