What type of kitchens?
I'd use an Excel spreadsheet if I were you.. I don't think such a program could be made.
I'm both a cabinet maker, making kitchens, and a computer programmer... so while I've written some programs for myself I don't think you could do a program that would work in all situations.. there are too many variables.
The IKEA kitchen planner is about as close as you can get.. but this will only price IKEAs products.. the point is that it can be done, if you put limits on what can be included in the kitchen.
